The Environmental Protection Agency, under the Obama administration, is churning out new rules unprecedented in speed, number, scope, stringency and costs. Yet the new rules have marginal, if indeed measurable at all, health benefits. Nor are they supported by credible science. Congress should reclaim its constitutional authority to control the Environmental Protection Agency’s implementation of the Clean Air Act and return to the states the primary authority to implement the law.
